Chile's national research agency funds full doctoral studies at any accredited Chilean university — for Chilean AND foreign applicants alike, with no residency requirement. It covers tuition, a monthly living allowance, health coverage and child supplements for up to four years, in every field of knowledge.
Why it is notable: unlike most "national" scholarships, foreign nationals may apply with or without permanent residence in Chile ("con o sin permanencia definitiva en Chile") — you can apply while still formally in the admission process to the PhD programme, not only once enrolled.
